I think it must be something within the family that keeps low income people from achieving. Immigrants come over and within a generation their children are leading in the public schools and universities. They don't spend their time having children out of wedlock and depending on government handouts.
It's too bad that the data does not go back further in time. Perhaps we could see if the effects of the economic infrastructure that was set up in response to the Great Depression, and which were gradually rescinded beginning in the 1970's, were responsible for the confluence of the groups.
