Keep In mind it was Obama's idea.
Choices as to who wins with the cuts--GOP, Dems or research
The idea is as old as the Gramm-Rudman-Hollins Act from the 80's, which both D's and R's used to good effect. The Obama White House resurrected the idea, which the R's in the House quickly signed on to. I don't think anyone can be blamed for the idea of the sequester. But all can be blamed for not avoiding it.
