This was apparently the result of a glitch in City software. Commercial drivers are required to speak English. (Who knew?) There is no such requirement for non-commercial licenses, but the software that offers choices to a policeman of tickets to write did not make that distinction, leading some officers to write don't-speak-English tickets to regular drivers.
