Hard? Yes!
But I refuse to use the word "impossible."
There's got to be a way without a hurricane. . .but we'll need an investment partner like New Orleans found.

Didn't the Public housing in West Dallas look good when it was new?
New public housing in W Dallas along with private development has transformed a big part of that section of Dallas. What's your point, Anon 2:24?
